Below are the states and links to their laws regarding Service dogs and service dogs in training (SDits).  I have added as a quick reference whether these states are Service Dog in training friendly.  Remember SDits are NOT covered by the federal ADA laws.  You have to go by each individual states laws in this case.  In many cases you will see SDits talked about in terms of trainers and those dogs they are training.  This would include those owner training their own dogs.  Be sure to full research your state laws reqarding SDits before taking your intraining puppy or dog out to non-pet friendly places.
Also when traveling to another state you will have to research their laws regarding SDits as well so you know if you are legally covered.
NOTE:  The laws do not say SDit friendly.  That is something I added for quick reference.

ALABAMA

* Trainers - every person employed by an accredited school for training guide dogs shall have the right to be accompanied by a guide dog in training in any of the places listed in Section 21-7-3 without being required to pay an extra charge for the dog;  ” liable for damages done by the dog"

This video is excellent.  It describes federal laws and access for Service Dogs. It was produced by the American Hotel & Lodging Association. It is also a helpful training video for police departments who may be called upon to help Service and Assistance Dogs gain access and/or issue citations to violators.
